The PNTF Annual Meeting will be September 20, 2009 at 2 pm at Southwest Community Center, 2801 SW Thistle in Seattle. The following committees will be holding their September meetings prior to the annual meeting: Youth 12:30-2:00pm; Open 1:00-2:00pm; Masters 1:00-2:00pm. Lunch will be provided. President William Hickman called the meeting to order at 7:00 p.m. in the Seattle Parks and Recreation Building at 100 Dexter Ave. N. In addition to President Hickman, the following were present: Bill Roe, Bob Springer, Neal Stoddard, Ed Viering, Darlene Hickman, Char Engelhardt, Kenny Emerick, Patti Petesch, Asha Dean, Carole Langenbach, Tammy Dunn, Tracy Silva, and Bob Langenbach. Late arrivals, approximately 8:15 pm, were Kwajalein Griffin, Holly Genest, and Darryl Genest.
I. MINUTES AND EXECUTIVE REPORTS
A. Minutes: It was moved and seconded to accept the minutes of the June 2009 PNTF Board meeting as published on the web site. The motion was approved unanimously.
B. Treasurer’s Report: Gwen Robertson was not present, but had given Carole Langenbach her report as of August 13, 2009 to distribute to the Board. It was moved, and seconded to approve the report. Passed unanimously. The balances in the various accounts are: Youth $13,303.68; Open $7,882.32; Open Chair Fund $2,884.69; Masters $6,828.24; General Officials $1,372.43; Fred Dean Youth Travel $5,878.60; and General $18,618.35.
C. President’s Report: Bill Hickman announced the passing of Bob McDonald, long time PNTF official on June 24th. He was one of a dozen PNTF Officials who officiated at the 1984 Olympic Games in Los Angeles. McDonald was a mentor to many PNTF Throws and Weights & Measures officials. Hickman also mentioned the passing of Clarence Crawford, a long time official from the Philadelphia area and friend to many PNTF members. The USATF Indoor National Championships have been awarded to Albuquerque, NM for 2010, 2011, and 2012. Albuquerque previously held the Indoor Championships in 1966. The Championships had been held in Boston from 2003 to 2009. USATF’s 31st Annual Meeting will be in Indianapolis from December 2-6, 2009. This year is a Law and Legislation year, and proposed amendments must be submitted by September 2, 2009. The USATF Officials Committee has posted the High School (NFHS) Rules and the NCAA Rules for 2010 at http://www.usatfofficials.com/rules.html. There is also an article posted on how to increase your chances of being selected for National Championship Meets at http://www.usatfofficials.com/opinions.html. PNTF hosted the USATF Masters Decathlon and Heptathlon Championships on August 15-16 at King’s High School. The meet went very well, as the PNTF Officials did a fantastic job. Sunday’s meet schedule however, lasted till almost 11:00 p.m. A mis-understanding had only one PV facility operating, when two could have been utilized to reduce the delay.
D. Vice President’s Report: Kwajalein Griffin was not present at this time.
E. Membership Report: Tracy Silva reported the membership totals as of August 15th. There were 873 Youth, 308 Open, 519 Masters, and 48 Clubs thus far for the 2009 membership year.
F. Office Manager’s Report: Carole Langenbach said she had nothing to report.
II OLD BUSINESS
A. Fred Dean Foundation: Chair Asha Dean reported they have been fundraising. The Foundation plans on transferring the money to PNTF’s Treasurer Gwen Robertson. They have achieved 501(c)(3) status. Patti Petesch said that they are contemplating turning over the scholarship selection to the Foundation. Asha said she took a team to the JO Nationals so there was no tournament or fundraising get-together this year.
B. Hytek Independent Contractors License: Kenny Emerick said there has been no progress with Hytek since they changed ownership. However, he has been talking with Andy Newing of the PNTFOA about an extended timing license. He advised that this business item should be put on hold until progress has been made.
C. Golf Course Cross Country: Bob Springer said that this item should be renamed Cross Country Bid and is awaiting action from the USATF Cross Country Committee. Bill Roe said that Mike Scott, the Cross Country Committee Chair is waiting for a bid from Charlotte. Patti Petesch said Andy Soden is no longer with the Parks Department. Mr. Wilkinson is replacing him. She is arranging a transition meeting between the two men.
D. USATF Association Workshop: Patti Petesch said it will be August 28-30 in Des Moines, Iowa. She and Darlene Hickman and Kwajalein Griffin will be attendees from PNTF. PNTF’s Bill Roe will be the MC. Darlene said she will be presenting USATF’s efforts on diversity and where it is with its diversity goals. Kwajalein will be assisting Darlene in the research and presentation. Patti will give a presentation on background checks for those with contact time with youths. Bill will give an “Associations 101” presentation.
E. WIAA/WOA: Bob Springer spoke with Daunte Gouge, Washington Track Coaches Association President, on August 16th. Daunte said that the Coaches Board is agreeing on certifying officials statewide. Bob will be giving a talk at the NorthWest Track and Field Clinic in February of 2010 on the subject.
F. PNTF Annual Meeting: It will be Sunday September 20, 2009. Patti Petesch is hoping it can be at Camp Long in West Seattle, but there are other options such as the South West Community Center (Sealth). Committee meetings will be held prior to the 2:00 p.m. Annual Meeting.
III NEW BUSINESS
A. Snohomish County Sports Commission: Tammy Dunn, Sports Marketing Director, informed PNTF about their desire to have sporting events and conferences in Snohomish County. They are available to assist in putting on events in Snohomish County by helping with housing, conference/meeting facilities, sporting facilities, food, transportation, sponsors, advertising, press releases, etc. She can be contacted at tammy@snohomish.org. B. Washington State Games: Bill Roe said the Subway Washington Games went off very well at the CNW All Comers. It was the largest attendance ever. CNW had feelers out to include masters and youth, but was turned down. The competition must occur in the mid July time period to mesh with the 20 other sports. Next year, the dates will be July 16-17.
C. Regional Cross Country: Bill Roe proposed that the Open and Masters Races be the final races of the day combining with the JO Regional competitions. He will send out proposals to the PNTF Open and Masters and Youth Committees about his proposed combined Regional Cross Country Races. President Hickman appointed a task force for this. Char Engelhardt is the task force chair. Bill Roe and representatives from the Open, Masters, and Youth Committees will round out the task force.
IV COMMITTEE REPORTS
A. Youth: Asha Dean reported a very successful spring track season. There were some National Champions. Amy-Eloise Neale was a double winner in the 1500 and 3000 meters in tough conditions in Greensboro NC. Char Engelhardt reported that the Regional Officiating was not as good as in the past. There was also mis-reporting of the results, which caused much confusion and concern.
B. Open: Tom Cotner was not present, but Bill Roe mentioned that the National 50 Mile Trail Race (White River 50) was held here on July 25th. He also reported that the CNW All-Comers has had a fantastic number of entries, over 6000, the largest in the All-Comers history.
C. Masters: George Mathews was not present, but Neal Stoddard said the Masters did not hold a meeting in July.
a. Events: Neal Stoddard reported that the Seattle Classic was held in July with a good turnout. Snoqualmie Railroad Days 10 km will be August 22nd, and the Super J ‘n J Half Marathon will be September 7th.
D. RaceWalk: Stan Chraminski was not present but e-mailed in his report. The local RW season is over. Oregon will host the Hour RW on October 18th as the last event in the Pacific NW region. Thanks to all the judges and officials who came out and made the RW events possible.
E. Officials
a. PNTFOA: Neal Stoddard said there had been no meeting.
b. Certification and Training: Bill Hickman said they had mailed out 45 more badges. There will be an introductory clinic February 6, 2010 at the Seattle Parks Building at Dexter and Denny in Seattle.
F. PNTF Web Site: Bob Springer said web guru Becca Gillespy Peter has been moving, so is a bit behind.
G. USATF Association Committee: Bill Roe said the next meeting would be at the Association Workshop August 28-30. Karen Krsak is the new chair. Patti Petesch said there was a July 18th conference call. Andy Martin thinks there should be a National Committee which addresses athletes changing associations.
H. USATF BoD: Darlene Hickman reported the Board retreat on July 17-19 in Indianapolis had a session with Erica Anderson on brainstorming and strategic planning.
Following the schedule presented and approved in January, the next PNTF Meeting will be the Annual Meeting September 20, 2009. The next Board Meeting will be October 19, 2009.
